Origin and mandate

How the service came to be

There is hardly any sphere of railway activity with which the accounts and finance organisation is not directly associated in the decision-making process.

IRAS Officers' Association

The Indian Railway Accounts Service is one of the Group A Central Services of the Government of India. Its officers provide professional financial management and strategic decision support across Indian Railways.

This new IRAS Times preserves the association’s institutional record while giving members and the public a clear, secure and accessible digital home.

Railway Board

Policy formulation for budgeting, expenditure, earnings, accounting and accounting reform. The Financial Commissioner represents the Ministry of Finance on the Board and acts ex-officio as Secretary to Government in financial matters.

History

A century of railway finance

  1. 1921

    The Acworth Committee reports

    The committee on Indian railway administration recommends separating railway finances from the general finances of the Government of India.

  2. 1923

    A Financial Commissioner for Railways

    The post is created in April as part of the reorganisation of the Railway Board, placing dedicated financial leadership at the head of the network.

  3. 1924

    The Separation Convention

    Railway finances are formally separated from the general budget, establishing an independent accounting and budgeting discipline for the railways.

  4. 1929

    The service is constituted

    Responsibility for compiling all Indian Railway accounts passes from the Auditor General to the Financial Commissioner. IRAS begins as a cadre distinct from the Indian Audit and Accounts Service.

  5. 1930

    First direct recruits

    The first officers are appointed by direct recruitment, beginning a line of service that the directory still traces batch by batch.

  6. 1950s

    Integration with the executive

    Finance and accounts functions are embedded at every level — Railway Board, zonal railways, divisions, production units and the stores organisation.

  7. 1980s

    Pioneering modern practice

    Officers introduce discounted cash flow appraisal, exception reporting, exchequer control, performance budgeting, responsibility accounting and traffic costing.

  8. 1986

    The borrowing arm

    Indian Railway Finance Corporation is established as the dedicated financing arm of Indian Railways, led by officers of the service.

  9. Today

    A century of stewardship

    The directory spans batches from 1949 to the present — serving officers, retired members and the institutional memory they carry.
